Our members and their responsibilities

Telkom
 
Is responsible for –
  • Ensuring that the coastal radio stations act as listening and alerting posts;
  • Ensuring that maritime distress-related communications have a priority rating with the coastal radio stations;
  • Providing radio communications with shipping; and
  • Carrying the cost incurred by its staff in the administration of the SASAR function.
     
Department of Transport
Department of Transport
 
The Department of Transport is responsible for-
  • The establishment and proper functioning of the SASAR organisation;
  • Providing a secretariat for the SASAR organisation;
  • Ensuring that the RCCs are staffed and an RCC Chiefs are appointed;
  • Liaison with the ICAO, the IMO and with neighbouring states to facilitate SAR operations;
  • Providing appropriate training for SAR staff;
  • Carrying the cost of modifications, approved by the Director-General of Transport, to private civil aircraft to be used in search and rescue operations;
  • Carrying the cost of the services of guides and guards other than staff in the service of the state;
  • Carrying of the cost of clearing ground for ground improvised runaways, repair to fences and third-party claims lodged against the Department arising out of the conveyance of private individuals or for damages to private property;
  • Carrying the cost of fuel, oil and lubricants used by state-owned aircraft, vessels and vehicle deployed in a SAR and medevac operation;
  • Acceptance of liability for injury sustained by, and for payment of compensation to, person who are not state employees and who have been injured in the course of a search and rescue or medevec operation in which they participated at the request and under the direction of an authorised official who was placedin charge of SAR operations as a consequence of the arrangements made by SASAR, provided that the financial responsibilities mentioned in 3.1.7and 3.1.8 above do not apply to members of a voluntary body which is organised for that purpose;
  • Recoup the cost of SAR operations if negligence could be proved against the pilot or owners of an aircraft, or vessels; and
  • Payment of an annual grant to voluntary organisations involved in the provision of SAR services in South Africa.
     
Transnet National Ports Authority
 
Is responsible for -
  • Instructing port Captains to perform their required duties.
  • Ensuring that port control centres of the harbours under their jurisdiction carry out the duties of alerting ports and RCC's for their sub regions in the TNPA's area of responsibility.
  • Ensuring that all manned Lighthouses under their control, act as alerting posts.
  • Is responsible for costs involving TNPA's personnel and the costs arising from the use of TNPA's facilities.
  • Providing and supplying with crews vessels and equipment when necessary during an SAR and Medevac operation.
  • Carrying the costs from the use of Transnet vehicles, vessels and communication systems incurred during an SAR and Medevac operation.
     
South African National Defence Force
 
Is responsible for -
  • Making Air Force, Army and Naval communication channels available when necessary during a SAR operation;
  • Instructing all the SAAF ATSU’s and the SAN Coastal Naval bases to act as alerting post;
  • Providing and supplying with crews, search aircraft, vessels and equipment when necessarily during a SAR operation;
  • Providing and supplying with crews, search aircraft, vessels and equipment when necessarily during a Medevac operation; provided when there is no suitable civilian available to carry out such Medevac operation.
  • Extending the hours of operation of the SAAF navigation and ATS when necessary during a SAR operation;
  • Making naval vessels available for sea rescue operations when required;
  • Carrying the cost involving all SANDF staff, i.e. subsistence and transport allowances, salaries and allowances of a special nature that are related toa SAR;
  • Carrying the cost of repairs to SANDF aircraft, vessels, vehicles and equipment which became damaged or unserviceable as a result of search and rescue operations;
  • Carrying the cost arising from the use of SANDF staff, vehicles, craft and equipment during a SAR operation except when agreement has been
    needed with the Department of Transport for payment thereof;
  • The costs of inspiration, repair, maintenance, checking and testing of survival equipment assigned to them by SASAR.

South African Police Service

South African Police Service
 
Is responsible for -
  • Ensuring that all air and coastal search and rescue parties when required during post;
  • Provide and supplying with crews, vessels, aircraft and equipment when available during a SAR operation;
  • Providing and supplying with crew, vessels, aircraft, wreckage or a shipwreck;
  • Protecting disaster scenes for the security of crashed aircraft wreckage or a shipwreck;
  • The state is responsible only for the protection of crashed aircraft or shipping wreckage until the investigation officials have completed their investigation and informed the owners that they may remove the wreckage;
  • Taking charge of the deceased and/ or personal effects of a casualty on the completion of the investigation or where applicable;
  • Carrying the cost arising from the use of their staff, vehicle, craft and equipments during a SAR operation except where an agreement has been reached with the Department of Transport for payment thereof;
  • Carrying the cost involving all SAPS staff, i.e. subsistence and transport allowances, salaries and allowances of a special nature that are related to a SAR.
     
Air Traffic and Navigation Service Company
 
Is responsible for -
  • The staffing and operation of the ARCC;
  • The appointing of the ARCC Chief;
  • Instructing all ATNS units to act as alerting posts and RSC's;
  • Extending the hours of operation of ATNS units for SAR operations when required;
  • Carrying the cost of the afore-mentioned with the exception of costs incurred for operations resulting from pilots not complying with requirements, which may be recovered through the Department of
  • Transport, if negligence is proved;
  • The support expenses of the Head of Aeronautical SAR Inland whilst this position is held by an officer in the employ of ATNS;
  • Chairing the Aeronautical Subcommittee meetings;
  • Providing a delegate/s to bilateral SAR negotiations with neighbouring countries and carrying his subsistence and travelling costs.
     
Provincial Disaster Management Committees
 
 
Is responsible for -
  • Ensuring that their command centres act as alerting posts;
  • Making their communication channels available when required during a SAR and Medevac operation;
  • Providing and supplying emergency services, crews, vehicles and vessels when necessary during a SAR operation;
  • Carrying the costs involving their staff, i.e. subsistence and transport allowances, salaries and allowances of a special nature that are related to a SAR and Medevac; and
  • Carrying the costs arising from the use of their staff, vehicles, craft and equipment during a SAR and Medevac operation.
     
The South African Maritime Safety Authority
 
Is responsible for –
  • Chairing the Maritime Subcommittee meetings
  • Ensuring efficient and effective operation of Maritime SAR in South Africa
  • Serving as an Agency which will monitor Telkom in its capacity as service provider for the LUT in terms of the Letter of Notification
  • Providing a delegate/s to bilateral SAR negotiations with neighbouring countries and carrying his subsistence and travelling costs.

Is responsible for -
  • Providing and supplying with crews, search aircraft, vessels and equipment when available and necessary during a SAR operation;
  • Carrying the costs incurred by their staff in the attending of meetings in the SASAR organisation; and
  • Claiming from the Department of Transport the costs incurred in the use of their equipment.

 

   
The National Sea Rescue Institute
 
Is responsible for -
  • Ensuring that NSRI bases carry out the duties of alerting posts and sec- RSCs within the scope and capability of the base;
  • Making NSRI communication channels available when required during a SAR and Medevac operation; providing with crews, vessels and vehicles when necessary during a SAR and Medevac operation;
  • Carrying the costs involving NSRI staff, i.e. subsistence and transport allowances, salaries and allowances of a special nature that are related to a SAR and Medevac; and
  • Carrying the costs from the use of NSRI vehicles, vessels and
    communication systems incurred during a SAR and Medevac operation.
